Project Background
DAF has initiated a Benchmarking project as part of the promotion of the Leading Practice Model.
The Benchmarking Programme aims to provide each jurisdiction with indications of the best practice options available and the degree to which existing practices and procedures complement the Leading Practice Model.
The role of a Systems Benchmarking Program is to provide participants with:
- a means to ascertain the degree to which their Systems satisfy the agreed set of criteria;
- an indication of the priority policy, legislative and administrative areas that should be addressed;
- information on a range of ways that others have addressed such issues; and
- opportunities to learn from the experience of other jurisdictions.
The DAF commissioned a study into the most appropriate way for a "Comparative Performance Measuring and Benchmarking Program" to promote best practice and harmonisation.
DAF has agreed to work on benchmarking key components of planning and development systems separately so that the program can be undertaken in manageable steps. To date, the DAF has commenced Benchmarking for:
- General Characteristics of the Relevant Acts
- Statutory development assessment referrals
- Major development assessment
Status Report
DAF is continuing to move the Benchmarking Programme into Stage 2, committing the working party members and a hired project officer to:
- establish the key elements appropriate for each component being benchmarked
- coordinate the collection of data from each of the jurisdictions
- assist the working party in preparing draft quarterly recommendations to DAF.
The working party has proposed to stage the benchmarking of the following components of the development assessment procedures within Australia:
- Development Assessment Tracks
- Development Assessment Procedures
- Statutory development assessment timelines
- Development assessment fees
- Development assessment case example (e.g. land division, dwelling, industry)
- Delegated decisions
- Public notification requirements for specified forms of development
- Appeal timelines
- System indicators
- Zoning policy amendment timelines
